At a Glance

Institutional Order No. 1C-15/74/1689 dated 24.12.1984 AD was issued by the Ministry of Land Administration and Land Reforms. Under the restructured revenue structure, it was decided to set up permanent Zonal Settlement Offices in the former districts and offices of the Assistant Settlement Officers in 460 upazilas in phases in the 3rd Five Year Plan starting from FY 1985-86 (see PDF copy of the order).


Gazette notification was issued by the Government of Bangladesh to prepare Record of Rights and Maps of the mouzas of the total 8 disticts of Greater Sylhet and Barisal. Memorandum No. 2-58 / 84/237 and 238 of the Ministry of Land dated 18 Jaistha 1395 BS / 30 May 1986 AD (See picture of Gazette Notification below). The districts are Sylhet, Moulvibazar, Sunamganj and Habiganj in Greater Sylhet and Barisal, Jhalokati, Pirojpur and Bhola in Greater Barisal.



The announcement was made by the government in accordance with the powers conferred on sub-section 1 of section 144 of the State Acquisition and Tenancy Act of 1950 (Act No. 26 of 1951) and section 3 of the Bengal Survey Act of 1875. According to that Gazette Notification, the work of preparing Record of Rights and Maps of the mouzas of Srimangal upazila started.



In accordance with (1) The Bengal Survey Act of 1875, (2) The Standard Rules Regarding the Revisional Settlement Operation in Bengal of 1933, (3) the Survey and Settlement Manual of 1935, (4) The Technical Rules and Instructions of Settlement Department (Reprinted 1957), (5) The State Acquisition and Tenancy Act of 1950, Tenancy Rules of 1955, (6) Government Estates Manual of 1958, (7) Bangladesh Land Holding Limitation Order of 1972, (7) The Acquisition and Requisition of Immovable Property Ordinance of 1982 and (8) The Land Reform Ordinance of 1984, this huge task is almost over.



Out of the total 110 mouzas of the upazila, printed khatians and maps of 107 mouzas have been handed over to the land owners so far.
